Despite its promises to conserve forests and reduce health risks of rural women;
after 30 models and 34 million 'chulhas' (fuelwood-based cooking stoves) developed over
the last 17 years at a cost of more than Rs 80 crore, the National Programme on Improved
'Chulhas' has been put on hold. An extensive study by the Delhi-based National Council of
Applied Economic Research NCAER) pointed to rampant corruption, lukewarm grassroots
